Founding — 2212

In 2212, in the wake of the Cassandra Reach Crisis — a famine and a string of raids that exposed how thin colonial defence and relief lines had become — delegates from the Federation's core worlds and outer colonies convened to ratify the Federation Charter, establishing the United Federated Navy as a single, unified service answerable to civilian Federation oversight rather than any one colonial government.

What began as eleven repurposed merchant haulers and a single shipyard at Korrin has grown into the fleet that today patrols, explores, and answers calls for help across charted Federation space and beyond. The Charter has been amended only twice since ratification — a fact serving officers still cite, with some pride, as evidence of how little correction the original framers got wrong.

The Charter

Federation Charter — Article I, Establishment & Mandate

“The United Federated Navy is hereby established as the unified instrument of the Federation's collective defence, exploration, and humanitarian mandate, answerable to civilian Federation oversight and bound in all operations by the Federation Code.”

“The Navy shall defend Federation space and its peoples from external threat; explore and chart the unknown reaches beyond settled space in the name of all Federation peoples, not any one world; and render aid, relief, and rescue wherever the need is found, without regard to the political standing of those in need.”

Fleet Structure

Fleet Command, seated aboard the UFN Meridian Crown under Admiral Artemis Winstanley, holds unified strategic authority over all UFN assets. Day-to-day operations are organised into numbered fleets, each responsible for a region of Federation space, with specialist commands deploying fleet-wide wherever doctrine or crisis demands.

On the Rank of Admiral of the Fleet

The Charter provides for a five-star rank above Admiral — Admiral of the Fleet — reserved for wartime or a crisis of Federation-wide scale. No officer currently holds it, and none has since the founding generation. In its absence, Admiral Winstanley exercises the full unified authority the rank would carry, by virtue of being the senior-most serving Admiral and Fleet Command's sitting officer. The Federation Senate has thus far seen no cause to fill it.

The Federation Code

Day-to-day administration runs on the Federation Code, the body of statute issued under the Charter. Most citizens will only ever encounter two sections of it, both concerned with who may see, copy, or repeat what the Navy puts its name to.

§47.9 — Sealed Operational Records

The standing authority for sealing operational records pending review — citations you may notice on certain Fleet Roster entries where mission details, casualties, or opposing forces remain classified.

§52.3 — Public Communications & Reproduction

Governs reproduction of official Federation communications, including dispatches and press materials published through the Office of Public Affairs — the authority cited in the notice at the foot of every page on this site.

A handful of other sections come up often enough in fleet life to be worth knowing: §8.2 obliges Fleet Command to file quarterly readiness reports with the Federation Senate Oversight Committee; §12.4 requires any UFN vessel within range to answer a verified distress call regardless of jurisdiction; and §61.5 guarantees volunteer officers the same rank privileges as their career counterparts. Crews further out also cite §29.1 (first-contact reporting) and §74.1 (wreck and salvage rights) often enough that both have become shorthand in their own right.
