1. PURPOSE
This dispatch serves to formally notify all personnel of a change in the command structure of Gunnery Command, effective immediately. It is issued under the authority of Admiral Evelyn Artemis Calloway, Fleet Commander, in her capacity as Head of the Bureau of Personnel.
2. BACKGROUND
Following the conclusion of an internal investigation conducted independently of the Bureau of Personnel and the Office of the Fleet Commander, the officer formerly serving as Fleet Chief Gunnery Officer has been removed from post, with immediate effect. The findings of the investigation remain classified pending review by the Judge Advocate General's division and will not be discussed further in this or any subsequent public dispatch. Personnel are reminded that speculation regarding the substance of the investigation, its findings, or the officer's current status is not sanctioned and will be treated as a breach of conduct under the UFN Terminal Access Agreement.
The Bureau of Personnel recognises that this change follows a period of visible strain within Gunnery Command and extends its appreciation to the officers and crew who have continued to carry out their duties with professionalism throughout.
3. INTERIM COMMAND ARRANGEMENT
In accordance with UFN succession protocol for flag-level vacancies, and given the operational sensitivity of an unoccupied Fleet Chief Gunnery Officer post, Commodore Felix Marsh, Commandant of the Marine Corps, will assume temporary oversight of Gunnery Command operations effective immediately.
This arrangement is interim in nature. Commodore Marsh's oversight extends to operational continuity, personnel welfare, and the maintenance of readiness standards across Gunnery Command's constituent units. It does not constitute a merger of the Marine Corps and Gunnery Command as separate arms of the fleet, nor should it be read as a precedent for future command structure. Commodore Marsh will report directly to the Office of the Fleet Commander for the duration of this arrangement.
Officers and crew currently assigned within Gunnery Command should continue to observe existing chains of command at the unit level. Any matter previously escalated to the Fleet Chief Gunnery Officer should, until further notice, be routed through Commodore Marsh's office or through the standard Bureau of Personnel liaison channel.
4. APPOINTMENT OF A PERMANENT FLEET CHIEF GUNNERY OFFICER
The Bureau of Personnel has opened proceedings to identify and appoint a permanent Fleet Chief Gunnery Officer. This process will follow standard flag-officer selection procedure, including review of eligible candidates by the Admiralty Board. No timeline has been set for the conclusion of this process, and personnel are asked not to press liaison staff for an estimate. An update will be issued through this same channel once a decision has been reached.
5. A NOTE FROM THE FLEET COMMANDER
Admiral Calloway has asked that the following be included in this dispatch:
"Gunnery Command has weathered a difficult stretch, and I know this news will not sit easily with everyone who served under the previous officer. I want to be direct about it, in place of a great deal I cannot say. Personnel matters of this kind are handled with care, and this one has been. I trust Commodore Marsh to hold Gunnery Command steady while we find the right permanent appointment, and I ask that the fleet extend him the same trust. My office remains open to any officer with concerns arising from this transition."
6. DISTRIBUTION
This dispatch is to be posted to all Gunnery Command duty boards and circulated through standard fleet-wide channels. No further comment will be issued by the Office of the Fleet Commander or the Bureau of Personnel beyond what is contained here.
