Rear Admiral Dunmore holds authority over all external communications, public affairs, and information governance for the United Federated Navy — an appointment that surprised a service which had long treated the Office of Public Affairs as a secondary posting for officers between more consequential commands.

Dunmore arrived with a different understanding of what the role was.

Commissioned into Fleet Intelligence rather than Communications, she spent her junior years not gathering intelligence but analysing how information about the Fleet moved through civilian press, Federation political circles, and rival interstellar factions — and how poorly the Navy managed that movement. The classified assessment she produced at the rank of Commander, documenting sixteen instances where public misrepresentation of UFN operations had materially worsened diplomatic outcomes, was received with polite discomfort by Fleet Command. It was read again eighteen months later, rather more carefully, when one of its predictions came true during the Outer Karrow media dispute.

The posting to Public Affairs followed. What was offered as an administrative reassignment became, within four years, a reorganisation of the division from a press liaison office into a full communications directorate with strategic advisory functions and a seat at the Admiralty Board.

Dunmore does not appear in front of cameras where it can be avoided. She writes well and is aware of it; most significant public statements issued in the Fleet's name pass through her office at some stage. Officers who have worked with her describe someone who understands that the truth is almost always the more useful instrument, and that the timing of it matters as much as the content.

The launch of the UFN public communications site — the Fleet's first unified public information platform — was her initiative and her longest-running project.

Responsibilities

The Director of the Office of Public Affairs holds authority over all external communications, public information governance, and media strategy conducted on behalf of the United Federated Navy. Rear Admiral Dunmore sits on the Admiralty Board, advising the Admiral and Fleet Command on the public communications dimensions of strategic decisions.

Specific responsibilities include:

  • Public Communications — overseeing all official UFN statements, press releases, and public-facing materials issued in the Fleet's name
  • Information Governance — determining what operational information is appropriate for public release and at what time, in coordination with the Intelligence Directorate
  • Media Relations — managing the Fleet's relationships with Federation press organisations and civilian information networks
  • Crisis Communications — directing the Fleet's public response during incidents, loss events, and periods of diplomatic tension
  • Digital Presence — managing official UFN public platforms, including ufn.systems, as the Fleet's primary public information channel
  • Admiralty Board Advisory — briefing the Admiral and Admiralty Board on the public communications implications of operational and strategic decisions
